Green Valley being as much as a verb as a noun means that it is a place that is "in the process of becoming what it purports to be." Green Valley is becoming a community the is affluently designed, clean, and orchestrated by the American Nevada Corporation.
Guterson's tone is calm and confident. He knows what he's talking about and describes what wants to say very well.
Suburbs are safe depending on the environment. If the environment is nice, pretty, and calm, then most of the people there have a better chance at being the same. If the environment is bad, unclean, and looks rusty and poor, it could be dangerous.
